An effective lighting design must take into account the requirements of the associated standards. The Building Code of Australia (BCA) Volume 2 references AS/NZS 1680 which is a set of standards covering interior lighting.
The requirements outlined in the standards are not just based on meeting targets for illuminance, but for managing glare and illuminance uniformity with respect to office lighting. BCA Volume 2 (Section J6) also outlines the requirements for energy efficient lighting. As BCA Volume 2 and the associated standards are complex, a suitably qualified lighting design professional may be required to make sure that a project complies with the standards for lighting design.
